In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German federal Ministry of Econoic cooperation and Development (BMZ) and on the commission of the Ethiopian government and international donors. GIZ Ethiopia is looking to recruit an Advisor on GIS and Database Management for the support to Responsible Agricultural Investments in Ethiopia (S2RAI) project as  specified below.
        

Position:-Advisor on GIS and Data base Management

Duties and responsibilities

The Advisor on GIS and Database Management will report to the GIZ-S2RAI project Manager. The main duties will be:

  • Advisor to the Ethiopian Agricultural investment Land Administration Agency (EAILAA) and the Land Administration and use Directorate (LAUD) on GIS and data management
  • Ensure efficient communication and information exchange with all relevant stakeholders

Tasks

GIS and data management

  • Conduct training and education needs assessment of EAILAA and LAUD in the field s of GIS, mapping system and data management related to agricultural investments and its impactd local communities
  • Support EAILAA/LAUD to build up a strong GIS and mapping system for agricultural investments on national and regional level;
  • Train EAIL/LAUD staff as well as other relevant sake holders on GIS, Mapping and data handling
  • Develop procedures and guidelines for land use planning /mapping and land surveying of aras potentially or already impacted by agricultural investments
  • Develop guidelines for monitoring extend and scale of land acquisition and leases for agricultural investments
  • Support EAILAA/LAUD in developing /customizing the National Rural Land Adminisration information System (NRLAIS) containing a national comprehensive database on agricultural investments
  • Support EAILAA/LAUD in data management and efficient knowledge system;
  • Ensure project in house functional IT systems in Addis Ababa and assist the project office in Gambela;

Communication and knowledge management 

  •  Establish procedures and mechanisms for cross sectorial data sharing as well as for updating data on federal and regional level;
  • Support EAILAA/LAUD in establishing an efficient electronic communication /data exchange system also beyond both agencies;
  • Maintain a good and effective communication between relevant national government agencies and project’s partner organizations involved in land management, registration and GIS, such as other GIZ programs , the EU delegation in Ethiopia, FAO Ethiopia, NIRAS (REILA), SIDA, DFID (LIFT) and USAID (LAND) as well as other  relevant development organizations;
  • Communicate, both orally and in writing, with colleagues and professional groups through briefing, technical and operational reports and presentations;
  • Assists in and /or carry out other tasks given by the project manager as assigned;

Qualifications and competences

  • Maser’s degree from an accredited college or university in Geography, Land Management or related fields;
  • Minimum of 7 years of relevant work experience in advisory services in an international or national organization that has allowed exposiure to land management, GIS and data management ;
  • Familiarity wih bureaucratic requirements in a government ministry as well as exposure to coordination of development programs;
  • Excellent communication skills, both written and oral in English and Amharic;
  • Willingness to work with rural communities and related government structures;
  • High degree of initiative, integrity and accountability;
  • High level computer skills (Arc GIS, QGIS, Access, and other DB systems);
  • Good interpersonal skills and team spirit;
  • High degree of initiative, integrity and accountability;
