The Last Ten Kilometers Project –L10K 2020 is implemented by JSI Research & Training Institute, Inc. in Ethiopia. With the grant it receives from the bill and Melinda Gates foundation, USAID and UNICEF, L10K works in 200 woredas in Amhara, Tigray, SNNP and Oromiya regions to ensure optimum coverage of high impact reproductive, maternal, newborn, and child health (RMNCH) interventions and contribute towards reducing Ethiopia’s post Millennium Development Goal (MDG) – maternal, newborn and child mortality targets. Thus, the project aims to improve key household and community practices and increase the coverage, quality, and equity of RMNCH care.

L10K Project would like to recruit qualified and competent professional for the following positions.

1. Job Title:-MHealth Senior Program Officer

OVERVIEW OF THE POSITION

The MHelah  Senior Program Officer will provide technical assistance and leadership for use of mobile technology to meet the objectives of JSI/L10K 2020. The MHelath Senior program officer will support and collaborat and launch new mobile Health (MHelath) initiatives to improve health services coverage and quality, specifically post natal care at the primary care and community levels. The senior program officer will work with key technology partners, technical content area experts in L10K 2020 and MOH counterparts at central regional and districts where the project is implemented, to oversee the design of the interventions are relevant for th local context. The MHelath senior program officer will ensure smooth implementation of MHelath  tools deployed and will ensure that the design /implementation compliment and builds on existing national ICT framework. The MHelath Senior program officer will be reporting to the Technical Director.

KEY DUTUES ABD RESPONSIBILITIES

  • Manage a portfolio of MHelath activities to support the L10K 2020 project
  • Works closely with  program team members and MHelath center at Headquarters Boston to contribute to discussions with government stakeholders and project partners to ensure buy in of MHelath activities within the government health system. S/he as well works with relevant partners to develop appropriate applications facilitating the input from key content experts.
  • Identify opportunities for and develop  partnerships with other organizations to facilitate cross learning and synergy in MHelath activities at national level
  • Conduct or lead, in collaboration with other team members, training, meetings or workshops held for the planning, design, implementation of MHelath program
  • Work collaboratively with regional managers to ensure necessary program planning, development, resource availability and management activities function effectively and efficiently in the implementation districts and facilities
  • Regularly compile program improvement and contribution and results to and use them to inform program improvement and contribution to annually reports
  • Promote and support the dissemination of project information and experience sharing locally and globally.
  • Establish and maintain productive relationships with key stakeholders, including relevant department heads and staff, government officials, NGOs and ICT companies
  • Other duties as necessary and as assigned

SKILLS AND COMPETENCIES

  • University degree in public health, international development or information and communication technology or computer science
  • A total of 7 years in public health and out of which a minimum 3 years experience in providing technical assistance for MHelath, health or other ICT for health interventions
  • Knowledge of the Ethiopian health systems and health care service delivery including the Health Extension program
  • Experience in identifying and incorporating or adapting best practices for technology and health programs
  • Ability to interact with variety of stakeholders including the FMoH, senior level health professionals, donors, and other partners working in the ICT space.
  • Demonstrated skills in facilitation, team  building and coordination
  • Software skills, familiarity with and prior use of mobile software
  • Excellent written, verbal, interpersonal communications skills
  • Strong communication skills in English
  • Ability and willingness to travel in country for 25% of his time
