The Last Ten Kilometers Project –L10K 2020 is implemented by JSI Research & Training Institute, Inc. in Ethiopia. With the grant it receives from the bill and Melinda Gates foundation, USAID and UNICEF, L10K works in 200 woredas in Amhara, Tigray, SNNP and Oromiya regions to ensure optimum coverage of high impact reproductive, maternal, newborn, and child health (RMNCH) interventions and contribute towards reducing Ethiopia’s post Millennium Development Goal (MDG) – maternal, newborn and child mortality targets. Thus, the project aims to improve key household and community practices and increase the coverage, quality, and equity of RMNCH care.

L10K Project would like to recruit qualified and competent professional for the following positions.

 

1. Job Title:-Family Planning Senior Program officer

 

Place of work:-Addis Ababa

 

Reports to:-Technical Director

 

OVERVIEW OF THE POSITION

 

The Family Planning (FP) Senior Program officer (SPO) will provide overall technical leadership and contribute to the strategic direction of the project by providing technical guidance to the L10K FP program officers and overall management for the implementation of FP with the goal of contributing towards Ethiopia’s FP effort and ultimately post MDG maternal health targets. S/he will be responsible for developing detailed project implementation plan, lead execution of activities, monitor progress and maintain timelines of deliverables. The FP SPO will work closely with the Technical Director, Regional Managers, Regional FP officers, Federal Ministry of Health FP Team, Regional Health Bureau, Zonal Health Departments, woreda Health offices (WoHOs), primary health care units (PHCUs), Granees and other  FP supporting partners. The FP Senior Program officer will report to the technical director.

 

KEY DUTUES AND RESPONSIBILITIES

 

  • Provide technical leadership and guidance and manage the L10K 2020 FP portfolio
  • Work closely with L10K central and regional offices to adapt CBDDM approach to identify FP underserved women including FP issues during pregnance and post partum period                                        
  • Facilitate the adaptation of family conversation gudie to include FP issues during pregnancy and postpartum period
  • Work with regional FP specialists to support the HEP to strengthen capacity of HEWs’ counseling skills and through them HDAs’ skills on the counseling and negotiation for increased FP use.
  • Coordinate the preparation /adaptation of BCC and counseling tools and support and ensure implementation innovative deman generaion activities.
  • Lead and provide guidance and tools on how o conduct trainings, post trainings follow up, regular supportive supervision to HEWs and PHCUs and performance review and refresher training meetings with HEWs and PHCU staffs
  • Work to strengthen the referral linkages between community, health posts and health centers through adapting existing referral tools to link clients from household to communities and across the level of health facilities
  • Coordinate and provide support on monitoring FP service uptake and contraceptive logistics, implementation research, evaluation and dissemination of findings
  • Work closely with the central and regional M&E team to build strong M&E system for collecting data, preparing monthly updates and quarter reports, compile an analyze data for decision making and document lessons learned to improve the effectiveness of the program  
  • Coordinate implementation  and evaluation researches and organize dissemination workshops
  • Support other L10K related activities when deemed necessary by her/his supervisor

 

SKILLS AND COMPETENCINES

 

  • Master of Public Health (MPH) with clinical backgrounds (MD, Health officer, and Nurse)
  • Minimum of eight years working experience in Family planning programs, preferably long acting family planning experience including capacity building and coordination roles. Experience in other public health programs is also desired.
  • Understanding of government structures and ability to work within these structures
  • Strong  organizational and communication skills
  • Demonstrated ability to be a team player and to organize multiple activities simultanusly.
  • Computer skill in Microsoft offices.
  • Willingness and ability to travel to field frequently (more than 35% of the time)
  • Fluency in Amharic and English
