CAFOD, SCIAF and Trocaire (CST) represent the official development agencies of the catholic Church in England and Wales, Scotland and lreland. In Ethiopia, the three agencies wok together to help reduce poverty, promote development and respond to humanitarian emergencies with the catholic church as well as local and international NGO partners.

CST working together is coordinating a consortium project funded by UK Aid through the humanitarian response system by strengthening the capacity of local and national (LNGO) actors. And the organization is currently inviting qualified applicants for the post of project officer – capacity and institutional Development.

Job Purpose

The position holder will provide administrative and technical support in the capacity strengthening and institutional development interventions of 10 local and National NGOs for humanitarian capacity building (HCB) and humanitarian program business development. She/he will also work as part of the project team working to build long term humanitarian capacity.

Job specific requirements

  • Experience in Disaster programme coordination including recruitment, procurement and financial management in emergency situation;
  • Familiar with different humanitarian standards like the NGO/Red cross code of conduct, the people in Aid code, CHS and other regulatory codes (e.g. inter action field co-operation protocol);
  • Good understanding of the humanitarian programme context of the country; including government processes and donor requirements;
  • Experience in coordinating organizational capacity building programmes;
  • Experience in coordinating consortium projects
  • Good understanding and experience on project budget management
  • Experience of working in partnerships with local civil society organizations
  • Effective networking skills and ability to coordniante with different stakeholders
  • Proactive, participatory and result oriented approach to work;
  • Excellent  communication and changes management skills;
  • Detail –oriented and excellent at multi-tasks, able to work with short deadlines and performs well under intense pressure;
  • Good written and spoken English
  • Good facilitation skills
  • Ability to write high quality reports, persuasive letters etc.
