I. TERMS OF REFERENCE OF PROJECT MANAGER

The project manager shall perform the following tasks:

  1. Work with the ministry of industry (Mol) of Ethiopia as well as sudaness counterparts and develop Ethio-Sudan SEZ project business case
  2. Facilitate capturing the SEZ project functional requirements and studies to be conducted, such as feasibility studies, environmental and social impact assessment, etc
  3. Establish definition of project scope and general baseline for time /costs
  4. Facilitate the development of a work breakdown structure (WBS) for the SEZ project
  5. Facilitate and develop detailed project estimates
  6. Develop a detailed baseline of project schedule
  7. Develop all project controls, including cost, time, change and risk
  8. Oversee project execution with regard to schedule, budget, scope quality and risk
  9. Maintain accountability for quality of project deliverables
  10. Manage contractor’s or supplier’s performance on the project
  11. Provide periodic updates to Mol
  12. Manage overall project communications, including project documentation
  13. Act as the central source of project status (verbal & written) for project team, stakeholders and Mol
  14. Facilitate assignment of project resources
  15. Work with Mol on resource allocation
  16. Manage project team efficiency and effectiveness, while coordinating and fostering teamwork
  17. Facilitate project team meetings and status review  meetings
  18. Obtain written signoff of project completion
  19. Provide periodic feedback to individuals on their project performance
  20. Coach team members when needed
  21. Provides periodic feedback to managers on their associate’s performance on the project
  22. Perform other duties as may be necessary

Qualification Requirements:

Master’s Degree in a relevant field (Business Administration, Management, Engineering or a related field) or equivalent, to be familiar with operational and financial management, and should have at least 15 years of experience, of which four (4) years of experience in international project management and operations.

Essential knowledge and experience.

  1. Knowledge of multilateral and /or bilateral donor agencies and Ethiopian Government procedures;
  2. Knowledge and experience of industrial and /or infrastructure development projects;
  3. Operational knowledge of international and country financial and accounting management practices
  4. Previous experience in implementing donor funded projects and other internationally financed SEZ relate projects in is strongly preferred;
  5. People management and activity coordination skills are required
  6. Experience in briefing and liaising with government representatives as well as mediation skills
  7. Excellent command of English language.
