Job Summary

Girl Effect Ethiopia is looking for an experienced monitoring and evaluation professional to join an energetic team working in support of adolescent girls. The successful candidate will be expected to work closely with the Girl Effect Ethiopia Strategic Advisor and Senior Evidence Manager to develop and implement systems for capturing programme impact and driving evidence-based decision making. The post holder will be required to have experience in conducting qualitative and quantitative monitoring activities and in synthesising data for different audiences. He/she will be required to play a key role in the development and implementation of large-scale research activities and project monitoring methodologies. He/she is responsible for supporting multiple Girl Effect monitoring and evaluation initiatives as well as liaising with government partners and managing research institutions.

  Key Duties and Responsibilities

  Internal

⦁ Ensure high quality monitoring and evaluation of all Girl Effect Ethiopia interventions, paying particular        attention to the perception and behaviour change outcomes for adolescent girls (particularly the most        vulnerable)
⦁ Ensure that Girl Effect Ethiopia collects the evidence required in order to 1) measure progress against the   logframe, 2) support the evidence required to prove the impact and added-value of the Brand; and 3)       meet all internal and external reporting requirements
⦁ Provide specific expertise to the Evidence Team in quantitative and qualitative progress measurement       and quality assurance of survey methodologies, sampling frameworks, logframe performance tracking and   research risk management
⦁ Develop evidence process documentation ensuring that Girl Effect Ethiopia has relevant information to       aid in internal decision making and planning
⦁ Maintain a good database of results (qualitative and quantitative) and ensure that these are accessible     to the Evidence, Brand and Girl Specialist teams
⦁ Conduct the quarterly Qualitative Assessment Scorecard (QAS) for Girl Effect Ethiopia to monitor               progress towards quarterly targets and to track results
⦁ Work collaboratively with the communications team to ensure that research findings and learnings are       disseminated internally tailored to Girl Effect Ethiopia needs for effective programmatic and strategic         decision making
⦁ Support the development of a Girl Research Unit model for Girl Effect Ethiopia and evolvement of its girl-    centred research
⦁ Communicate and work closely with the Brand and Girl Specialist teams through delivery of quality             assurance and in provision of monitoring, evaluation, research and learning expertise for developing girl-   focused project monitoring strategies
⦁ Influence the performance of GEE teams and monitor the uptake of data findings
⦁ Implement the Evidence Strategy within Girl Effect Ethiopia, particularly the development of an in-house   research strategy, and take a lead on key in-house research pieces.
⦁ Manage resources internally including financial management of key research
⦁ Line manage and supervise the B1 Evidence Coordinator External

⦁ Build and maintain effective working relationships with consultants, research organizations and                 government, including managing suppliers to deliver knowledge products; including oversight of resource   and risk management
⦁ Influence external parties strategic or programmatic decision making
⦁ Manage research projects led by external agencies ensuring provision of support and quality assurance to   the design and implementation
⦁ Be an effective and strategic communicator by leading on communications with external agencies for         monitoring, evaluation and research purposes
⦁ Work collaboratively with the communications team to ensure that research findings and learnings are       disseminated to external parties
⦁ Represent Girl Effect Ethiopia externally at research fora and at key events and demonstrate expertise in   communicating organisational results externally
⦁ Develop monitoring and evaluation systems to measure the efficiency and effectiveness of the Safe           Spaces pilot programme to aid the MoH’s decision making on the future implementation of the pilot
⦁ Lead the monitoring and evaluation of Girl Effects advocacy work with government and service providers


Key skills and experience and qualities:

⦁ Minimum of a bachelor’s degree in related relevant field; ideally, a Master’s degree in evaluation,               international development or related field;
⦁ Entry level accreditation in Evaluation
⦁ At least five years of professional experience in monitoring and evaluation;
⦁ Proven experience in qualitative and quantitative research methodologies;
⦁ Experience of building capacity on girl-centred monitoring and evaluation;
⦁ Experience of managing external research consultants/ agencies;
⦁ Experience of financial management including good understanding of ‘value for money’ principles and         how to achieve ‘value for money’
⦁ High attention to detail;
⦁ Ability to work under pressure and produce quality work within tight deadlines;
⦁ Ability to take a broad view and focus on, and plan for, the longer term.
⦁ Able to work autonomously;
⦁ Excellent oral and written communications skills, along with strong skills of presentation, and possess the   ability to convince others about change and explain how it is to be achieved.
⦁ Excellent interpersonal skills, as well as a collaborative team player;
⦁ Experience working in multicultural teams with varying expertise, skills and backgrounds;
