Background

Strengthening the Health Outcomes through the Private Health Sector (SHOPS) Associates Award is a USAID funded five years project implemented by Abt Associates Inc. SHOPS has a goal to mitigate the impact of diseases of public health importance in Ethiopia through the active engagement of the private health sector. The major objectives of  SHOPS AA are creating an enabling policy enviroment,  increasing access to to quality service for diseases of public health importance through the private health sector,  strengthening the private health care system, and generating evidence. The goal an objectives will be achieved in collaboration with the government  (FmoH and its agencies, the private health sector and its associations). SHOPS AA oprates in Addis Ababa, Amhara, Afar, Benshangul Gumuz, Dire Dawa, Gambela, Oromoiya, SNNPR, and Tigrai regions. The public health importance programs include PPM-DOTS, Comprehnsive HIV/AIDS including HCT, ART and PMTCT; MNCH, Family Planning, STI and Malaria services.

SHOPS AAimplements comprehensive HIV/AIDS services encompassing HTC, ART and PRE-ART services, and PMTCT services in selectedprivate health facilities based on the national and PEPFARs recommendations.

SHOPS AA is looking for a program officer who is able to oversee the implementation of the care and support component in health facilities providing chronic HIV/AIDS and PMTCT services. The program officer will be based in Addis Ababa and reporting to the ART/PMTCT program manager of the project.

Program Officers for Care and Support

Specific duties and respnsibilities Include:

- Assist and facilitate the development of annual work plan and micro implementation plans, budgets          and MOUs for activities to strengthen care & support services.

-Participate in the mentoring team to support sites for supervision, quality assurance/quality improvement, clinical mentoring, and training to build and maintain quality services. S/he will ensure that PHSP supported ART and PMTCT sites reseive regular mentoring support.

-Work with Regional staff (coordinators and officers) to ensure that ART and PMTCT services in private facilities are well linked to community level supports through the Urban Health Extension program and WO/THOs.

-Support  health facilities to compile data and  generate regular reports on care and support services to be submitted to SHOPS and regional HBs

- Contributing to the development of tools and resources for use by  SHOPS Programme

- Support providers strensthen the adherence support services for PLHIV and monitor the adherence support activities at ART & PMTCT sites regularly.

- Assists SHOPS’ M&E tea by documenting best practice and creat a forum whereby partners’ share best practices.

- Perform regular assesment of community based care and treatment services available around SHOPS supported ART/PMTCT private facilities. Map & Strengthen and facilities linkage of ART/PMTCT sites to community care and support services.

- Coordinate and manege the utlization of standard referral log books and registers to track referrals & linkage of PLHIV  to community services. Work  with Woreda/Town Health Officers to ensure that mothers from private PMTCT and ART sites access community support groups like mother support groups (MSG). Work with regional coordinators on discussions with Regional Health Bureaus, Woreda/Town Health Officers to ensure provision of home based PMTCT interventions for HIV positive home deliveries.

-        Work with immediate supervisor  and regional maneger to adopt regional and local referral directories and ensure establishment of functional referral linkage between PMTCT/ART clinics and other facilities.

-        Work with SHOPS’ regional coordinators & officers to ensure SHOPS supported facilities are well representedin local catchment group meetings.

-        Provide support to ART/PMTCT sites tostrengthen or estblish adolescent support sedrvices.

-        Provide support to ART/PMTCT sites to provide and document integrate screening and manegement of STI for PLHIV in care.

-        Provide mentoring of case managers working in ART/PMTCT facilities and ensure that PHDP (Posetive Health Dignity Prevention) are practiced in all ART/ PMTCT sites.

-        In collaboration with Care & Support and grants management team ensuring grant funds are effectively utilized against Programme deliverables.

-        Supporting the senior management team members to establish , maintain and strengthen effective relationship between SHOPS and institutions involved in HIV/AIDS programers, in particularly those institutions working in prevention and care & support

-        Ensure condom is available for PLHIV in care at ART/PMTCT facilities

-        Work with immediate supervisor and regional manager to ensure the implementation of Infection Prevention standard and curative mesurea are taken by ART/ PMTCT facilities .

-        Together with ART team, compile and analyze mentoring reports from regions and design corrective actions together with the program manager.

-        Participate in the quarterly supportive supervision visits to SHOPS supported PMTCT  and ART facilities and ensure appropriate feedbacks are in place.

-        Perform regular mapping of care and support facilitiets in all regions and prepare directory for care & support services.

-        Strictly following the organizational work plan and individual activity plan and proactively contributing to the achievement of the strategic directions of the organization; ensuring adherdnce to quality and timeliness of the deliverables;

-        Perform any other activities as may be assigned.

Qualification:

-         At least BSc degree in public health or nursing with at least four years of experience (two years  facility based, two years in HIV/AIDS care and support)

-          Who has received training in comprhensive HIV/AIDS care and treatment including PMTCT, Palliative Care and Prevention Care package

Essential skills and experiances

-         Strong HIV Care and Treatment/ART and PMCT program implementation experieces; at least two years of working experience in facility based ART program

-          Knowledge on the national and PEPFAR care and support program indicators

-         Acceptable skill in spoken and written English skills

-          Commendable Interpersonal interaction skills

-          Computer literacy
