Position:-Emergency programme Manager, Tigray

Required No:-1(one)

Duty station:-Mekele, with frequent travel to woredas

Length of Employment:-One year

Job purpose

To effectively and professionally provide overall support to Tigray Emergency Nutrition response programme.

Major Responsibilities

Emergency response project planning and implementation

  • Design and develop  project proposals and budgets for potential donors
  • Provide technical support to project managers and relevant field teams and devise a timetable for implementation, monitoring and evaluation
  • Assist project /field teams to develop work-plans (weekly and monthly) for the respective project and ensure that all planned activities are met.
  • Work with logistics team to develop procurement plans for each project
  • Ensure that concern’s emergency response projects are of good quality and reaching national and international standards for performance   
     

Financial management

  • Monitor the expenditure of project budgets and take appropriate action on time
  • Ensure the utilization and management of budget in line with donor policies and procedures   

HR

  • Participate in recruitment process of staff at area office and project levels
  • Support staff development through coaching and mentoring to enhance the capacity of project staff

Reporting

  • Compile weekly update, monthly, quarterly, and project and reports to concern, government and donors
  • Compile CMAM data on to the database and share to addis on a monthly basis
  • Make sure that reporting schedules and feedback systems with field staff established and adhered   

Networking

  • Represent concern at woreda and zonal level coordination and other relevant local government meetings.
  • Ensure good collaboration and participation of government and other relevant partners
  • Liaise with concerned government bureau and /or departments at regional and zonal level regarding response plans, agreements, reports, training etc.   
     

Monitoring & Evaluation

  • Prepare monitoring and evaluation plan for each project which incorporates all the required indicators, the timing for data gathering and a responsibility matrix
  • Conduct frequent supervision and monitoring visits to emergency project  areas and prepare and communicate the report line manager & other concerned staff. 

Personal Specification

Essential :

Education: 

  • Masters or Bachelor’s degree in Nutrition, public Health or other relevant field of studies with 5 years and 8 years relevant experience respectively in an emergency /development context.

Experience

  • Minimum of four years NGO experience
  • Management experience in wider emergency nutrition response programmes
  • Experience of managing multi-sectoral teams
  • Finance management skills and some experience in donor compliances
  • Good analytical, monitoring and evaluation skills
  • Excellent ability to write good quality reports and proposals in English.
  • Experience in nutrition related projects is advantageous
  • The ability to work in teams /isolate situation and stressful environments and underpressure meeting deadlines
  • Initiative and be able to work with minimal supervision

Desirable

  • Good administrative skills, computer literate
  • Fluent spoken & written English
  • Excellent communication and interpersonal skill
  • Self –starter and motivator, flexible, reliable, culturally sensitive
