The Ethiopia Economics Association is conducting a Research Project in collaboration with the USAID Ethiopian entitled “Enhancing the Role of Academia in Evidence Generation for Action in Health Care Financing in Ethiopia.” The expression of interests to be based on following qualifications and work experience. The incumbent is also expected to possess the under specified (no.3) duties and responsibilities:

Academic Qualification :-PhD/MSc/MPH/ in Health Economics or relevant fields
Experience:-Fifteen (15) years experience with the following backgrounds:-

Familiarity with health systems policies and sectoral reform processes;
Familiarity in Health care financing Reforms (HCFR) designing and implementation:
Familiarity with exempted health services provision at all health facility level;
Familiarity in the designing, implementing and evaluating of exempted health services;
Familiarity with USAID project and report writing;
Experience in different activities that include data collection, report writing and research in the health sector;
Relevant experience in conducting key informant interview
Relevant experience in producing analytical field report;
Competency in the use of computer software (STATA, Eviews), internet and computer-based management tools;
Fluency in English, good analytical, diplomatic and negotiation skills
Knowledge of speaking local language will be preferred;
Relationship-building, partnering and networking with government and other development partners

Major Duties and Res: Among others the duties and responsibilities include

Developing concept note that includes back ground of the study, appropriate methodologies and sound data collection tools;
Reviewing existing studies on exempted health services, organizing relevant literatures and models;
Employ appropriate research methodology to generate sound scientific evidence, presenting for key stakeholders and incorporating comments;
Engages in data and information collection through key informants interview and document review and focus group discussion as necessary;
Writing consolidated report, presenting for stakeholders and incorporating comments;
Produce and submit written analytical report as per agreed –upon table of content with in six days after the consultative workshop;
