Background

GIZ promotes complex reforms and change processes.

In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors. For its strengthening Drought  Resilience (SDR) Programme office in Addis Ababa GIZ is looking for:

Responsibilities

  • Working under the supervision of the soil and water conservation and management team leader, he/she will be responsible for the engineerical development of integrated soil and water conservation approaches in collaboration with government services and local communities
  • He/she will engage in study, design, construction and supervision of water spreading weirs and related measures in selected kebeles in Afar region;
  • He/She will contribute to knowledge management pertaining to the undertaken measures focusing on training measures and communication purposes;
  • He/She will be involved in rehabilitation of degraded rangeland based on participatory land use planning and followed by participatory watershed management as well as trainings for pastoralists, administration and service providers.
  • Carry out any other task trusted with by the program manager in coherence with the program objectives;
  • He/she will be ready to support the transfer of the defined approaches of context-specific soil and water conservation in lowland areas to Somali/Oromia regions

 

Tasks

General Tasks

  • Contribute to annual operational planning, subject specific monitoring and reporting in line with the objectives of the support programme SDR-ASAL and intended results;
  • Participate regularly in tam meetings for planning and reviewing;
  • Build   a smoothly cooperating team within all SDR-projects, BoPAD and other stakeholders from administration and development partners at all levels;
  • Carry out responsibilities in line with the GIZ management principles
  • Contribute to internal and external communication regarding his/her field of intervention

Specific tasks related to water harvesting and water spreading weir construction

  • Provide advice on technical aspects of soil and water conservation measures;
  • Involve in site identification, study, design and supervision of water spreading weirs, other lowland-specific water harvesting structures and soil and water conservation measures
  • Provide support for development of bill of quantity, preparation of ToRs and conduction of tenders for local subsidies through parogramme partners;
  • Supervise contracts for work services;
  • Supervise the organization of construction sites;
  • Supervise quality of construction material and construction
  • Provide onsite training and coaching for masons, foremen and other relevant actors;
  • Support the development of training material for specific aspects related to the construction activities.
  • Advise the project partners in BoPAD and other relevant project stakeholders on comparative benefits of soil and water conservation measures for different participatory approaches in pastoral & agro-pastoral areas and their relevant lessons learned;
  • Advise local communities on the implementation of land rehabilitation measures;
  • Provide technical support for developing watershed management approaches and their integration into the local context,
  • Support the development of guidelines with technical input on locally adapted participatory approaches with close collaboration of the regional government and local leaders;
  • Provide advice or organize external advice on technical matters of the pilot measures in the field of natural resource management;
  • Report on output /outcomes of technical measures taken in the pilots;
  • Support the development of technical training contents and materials based on experiences of participatory approaches and pilot measures.

Qualifications and Experience

  • Masters or Bachelor degree in soil and water conservation engineering, soil and water management engineering, civil engineer, irrigation engineering or hydraulic engineering
  • A minimum of 3-5 years practical field experience of working with soil conservation and water resources management in arid and semiarid low lands, in particular ability of study, design and construction of context specific soil and water conservation measures in lowland areas like water spreading weirs.
  • Use of 3D design software
  • Experience of working with pastoral and agro-pastoral communities, preferably in Afar region or other Arid and semi –Arid lowland areas,
  • Understanding of impacts of environmental degradation and alternative natural resource management approaches
