The federal Ministry of Health
would like to recruit competent and experienced Accountants for on the following position through global fund New funding Model Health system strengthening.

1. Position: Grade II Financial management officer

1.1 Duties and responsibilities to undertake

Summary of duty: To assist the senior Financial Management Expert in maintaining the project books of accounts at federal level and in the regions and ensuring the standard financial operating procedures are complied with and that the books of accounts are maintained properly and supported by appropriate documents.

1.2 Detail responsibilities

  • Budget control –monitoring of federal and regional expenditures and ensuring that all expenditures are within the approved budget

1.1.1 Financial management

  • Ensure that all the standard recording and reporting guideline is fully complied with by regions
  • Maintain ledger per region and monitor liquidation status by region, by source of fund and by purpose advances are cleared in reasonable time
  • Maintain proper books of accounts with posted ledgers
  • Conduct field visits to ensure proper recording of transactions and to ensure correctness of SOEs on sample basis
  • Ensure that updated and appropriate ledgers are maintained by the regions
  • Compilation of VAT expenditures and the submission of VAT reimbursement requests to MoFED
  • Producing periodic internal external financial reports for management consumption and also for donors or other external parties
  • Preparing the books of accounts for auditing by external auditors and by donors, and to effectively participate in the audit work
  • Preparing payment, receipt and journal vouchers as the case may be and timely recording the transaction in the books of accounts
  • Processing cash transfers to the regions and following up timely effecting of the transfer
  • Processing payment requests relating to the construction project

1.1.2 Cash management

  • Ensure availability of cash in bank at any one time, and especially before releasing of transfer orders
  • Maintain long term and short term cash flow projection to better monitor the cash balance
  • Set minimum cash balance that should be in accounts of RHBs and at which point to trigger a transfer
  • Conduct field visits to RHBs o ensure adequacy of cash management systems

1.1.3 Grant Management

  • Ensure compliance with donor requirements in grant management
  • Ensure compliance with grant closure times

1.3 Requirements

1.3.1 Educational back ground and work experiences

  • Bachelor degree in accounting with 12 years of relevant experience     OR
  • Masters in accounting and finance /masters in Business Administration/ with 9 years of relevant experience
  • BA in accounting plus ACCA and 9 years of relevant experience
  • At least 4 years of relevant experience in NGO or Government project is mandatory and well experienced on Peachtree or other 

1.4 Accountability

  • The incumbents are accountable to Grant Finance case Team
  • As new priories emerge, FMOH/RHB may periodically revise the TOR for this position

1.5 Required Number 10

1.6 condition and duration of Employment: contract for one year with possibilities of extension based on the merit of the individual

1.7 Salary:-16,000.00/sixteen thousand birr/

1.8 Duty station: Federal Minister of Health Addis Ababa
