Under the overall guidance of IOM-SLO Addis Ababa’s chief of Mission, the general supervision of the Migration Management programme coordinator and the direct supervision of the Assisted Voluntary Return and Reintegration (AVRR) Transit centre (TC) Manager the incumbent will be responsible to assist in the provision of return and reintegration assistance to returnees and their families under the framework of IOM’s Assisted Voluntary Return and Reintegration programme.

Core Functions /Responsibilities:

  1. Facilitate Transit Centre (TC) activities such as provision of accommodation, food, transportation, NFIs, recreational, counseling and any other required assistance to returnees;
  2. Ensure safety and security of returnees while in transit and control access to TC. Ensure proper implementation of TC SOPs at all times;
  3. Ensure that hygiene and quality of food are of the highest standard;
  4. Upon arrival of returnees at the TC, Provide orientation, answer questions and provide any needed assistance with a focus on vulnearable groups such as unaccompanied minors, medical cases, elderly, etc;
  5. Assist with coordination of onward transport arrangements for returnees travelling to the local bus station to return back to their areas of origin. Accompany returnees to/from when needed;
  6. In coordination with the Migration Management (AVRR sub –unit) and Migration  Health units, assist with the transportation of returnees within Addis Ababa to interview, medical screening sites and to the airport. Escort returnees to specific appointments;
  7. Collect and compile detailed information on the returnees as well as on the type of assistance provided to them (using IOM database); ensure accuracy of collected data and produce analysis to target future awareness – raising /livelihoods interventions;
  8. Track assistance provided to returnees on a daily basis and provide the information to AVRR sub-unit
  9. Coordinate activities, such as facilitation of orientation, dissemination of NFI, with TC manager and report any incident, problem or medical condition immediately at any time of the day or night;
  10. Produce narrative and statistical shift reports;
  11. Undertake airport duty (such as check in and arrival assistance) for all cases departing or arriving under the auspices of IOM as per the Transit Centre code of conduct. Ensure the quality of service provided for all airport operations,
  12. Notify Migration management unit and AVRR sub-unit staff of caseload arrivals/departures as well as of any problem related to departures and /or arrivals from /at the airport,
  13. Work on a flexible schedule with work in shifts over the weekend, holidays and night; and
  14. Perform any other duties as may be assigned

Required Qualifications and Experience

Education

  • College Degree or Diploma in social sciences, home management background and /or training in the hospitality industry. Psychosocial counseling background would be an advantage;

Experience

  • A minimum of relevant one year experience for degree holders or three years’ experience for diploma holders;
  • Experience working with unaccompanied Migrant children would be an advantages;
  • Experience working with government /diplomatic authorities as well as international organizations
  • Basic nursing or first aid skills would be an advantage;
  • Familiarity with data processing equipment and software, working knowledge of internet, Microsoft office applications such as word and excel;
  • Good writing, communication and negotiation skills;
  • Commitment, efficiency, flexibility, drive for results;
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds in order to achieve desired goals;
  • Respect for cultural diversity and thorough understanding of the vulnerabilities of returnees from third countries, especially from countries in crisis

Languages

Thorough knowledge of spoken and written English and Amharic languages is required. Knowledge of  Oromifa, Tigrigna, Somali and other local languages spoken in Ethiopia is an added advantage.
