Ethiopian Public Health Institute (EPHI) would like to invite qualified, competent and interested applicants for the following position on a contractual basis:

 

For Baseline evaluation of improved integrated community case management and community-based newborn care in Ethiopia-Dagu project.

 

Program Description

In an effort to address the critical underutilization of community based services, the Bill & Melinda Gates Foundation has invested in the “Optimizing the Health extension Program” (OHEP) project in Ethiopia through partnerships with UNICEF and PATH. UNICEF and PATH will work collaboratively in support of the Government towards the same objectives and with a common work plan.

London school of Hygiene and trophical Medicine in partnership with the Ethiopian Public Health Institute (EPHI), and Jimma, Mekelle, Hawassa and Gondar universities have created the Degu project, in response to the foundation’s request to: “estimate the impact of the program, ensure the validity of the approach, and provide ongoing support to UNICEF and PATH to ensure that the initiative is being implemented according to plan with ongoing monitoring of evaluation activities for the programme improvement and operational adaptation”.

The Dagu baseline survey aims to measure care –seeking behavior and treatment for suspected pneumonia, diarrhea, fever, and neonatal sepsis prior to the implementation of the “optimizing the Health Extension program” interventions.

Therefore, Ethiopian Public health Institute (EPHI) would like to hire project staff at central and field level on contractual basis for the project and baseline survey planned to be implemented soon. Applicants who fulfill the following qualifications and selected for the vacant spaces will work under the supervision of the Dagu team at EPHI within the Health system and Reproductive Health Research Directorate.

 

The post

The post holder for the project Administrator (post 1) and Data Manager (2) will be a member of the Dagu team that supports the Dagu project, Based at Ethiopia public Health institute, Addis Ababa, Ethiopia. The post holder for the Data collectors – re – examiners /team leaders (3) and data collectors (4) will be assigned in the field areas after receiving the training.

 

1. Position: Project administrator

The project administrator will be a key contributor to the effective management of the day to day project team work at EPHI and will play a central role in coordinating activities with partners and stakeholders.

 

Salary: 18,000 Birr

 

Required number: 1

 

Contract period -6 months with possibility of extension

 

Main duties and responsibilities

 

General administration

    • To provide high quality administrative support to the Dagu team, including scheduling meetings, preparing documentation and writing minutes.
    • To support the project coordinator with general coordination of field activities
    • Perform related activities as per the request of immediate supervisors
    • Office management
    • To assist Dagu staff at EPHI in managing their diaries and arranging appointments
    • To manage telephone /skype calls and emails on behalf of Dagu team
    • To monitor resource utilization including office spaces and reserving meeting rooms
    • Financial administration
    • To prepare and manage budgets for specific events and activities within the overall project scope
    • To provide guidance, advice and support to EPHI finance in the preparation of financial reports
    • As requested
    • To order supplies and arrange payments for supplies, travel and other services
    • To process expense claims in line with EPHI and LSHTM approval processes and audit requirements
    • Travel, logistics and operational procedures 
    •  To manage travel arrangements, including flights, accommodation, visas, cash advances and insurance, for project staff traveling within Ethiopia and overseas, and for overseas staff and visitors traveling to Ethiopia

    • Postgraduate degree and above in Business administration, economics, management, accounting and MIS

2. Position: Data manager

The successful applicant will have strong data management skills and will provide technical support for all-aspects of data management. The data manager is expected to work with multidisciplinary

Contract period 3 months with the possibility of extension

 

Major duties and responsibilities:    

    • To manage and document the Dagu survey database and data from key partners
    • To provide technical support for all aspects of data management
    • To troubleshoot and assist the survey teams and regional coordinators in solving problems
    • To ensure that security of all data is maintained and confidentiality of participants is protected
    • To manage requests for data according to the agreed protocol providing data in a timely secure and appropriate manner to those with access.
    • Willing to work with multi –disciplinary Dagu project team base in EPHI
    • To build and maintain data storage systems: and ensure that data storage is logical and simple for use by researchers
    • To provide general IT support for the Dagu team- including updating and maintaining softwares used by the team

    • Postgraduate level degree in statistics, Ephidemiology, Demography or Information Technology and
    • Bachelor degree in Statistics, Information Technology or a related subjects

    • Experience of CS pro, SPSS, SQL and STATA

3. Team leaders/ Re-examiners

The team leaders will have high level technical and administrative skill in managing the day to day activities of a team of data collectors. The team leader should always keep in contact with the regional coordinators. He/She is expected to reexamine sick children whose case management has been observed in the survey cases. The team leader will also be responsible for the overall team performance of the team in terms of data quality, security, and documentation. Application is specific to the language category.

    • Interviewing all eligible respondents using appropriate data collection instruments in the study health facilities
    • Check to be sure that all questions are asked and the responses are recorded properly
    • Maintain good team spirit with other team members
    • Collect data as per protocol, including following skip patterns, and asking questions as stated in the questionnaire.
    • Report all best practices and challenges to the team leader/regional coordinators
    • Work under the supervision /guidance of the regional coordinators

4. Data collectors

Data collectors (DC) will have high level of technical skill and knowledge on the data they are going to collect. At field level the data collectors DC will collect information from the household and facility. He/She should be familiar with in all the field material through training, Self-reading and communication with supervisors. He/She should follow the standard procedure in the field manual to the upper level. Application is specific to the Language category.
