Vacancy Announcement for Deputy chief of party (DCOP) Ethiopia

 The Deputy Chief of Party (DCOP) – Ethiopia is a key management role in the USP promoting the quality of medicines (PQM) program responsible for providing support to the COP’s in –country management, srategy, development and implementation of the united States Agency for intrnational Development (USAID) funded project in Ethipia . The DCOP will provide overall technical leadership and direction for the program in the country. In the absence of the COP, he/she shall act as the point of contact with USAID and relevant government agencies, NGO’s and community groups with regard to day-to- day implementation and all management matters relating to the program.

The Deputy Chief of Party is expected to manage technical staff and subject matter experts in achieving project results and operations excellence. He/she will be responsible for assisting the COP in evaluating and documenting progress, proposing solutions to keep the activity on track and providing technical guidance and direction to the technical team on achieving agreed targets and long-term stratgic objectives.                  

Roles and Responsibilities

Under the suprvision and direction of the chief of party:

  • Manages and directs the USP/PQM program acivities in Ethiopia
  • Negotiates with partners and others as necessary in matters related to USP-PQM activities in Ethiopia
  • Assists the COP in promoting strong relationships with the USAID Mission, the government of Ethopia and other nongovernment organizations
  • Prepares /develops country specific work plan with partners and when approved follow implementation of work plan
  • Monitors and evaluates implementation of program activities
  • Participates in country meeting of relevance of USP/PQM program activities and make presentations
  • Initiates new projects /proposals to expand th activities of USP/PQM in Ethiopia
  • Conducts studies that will help the realization of PQM’s objective Ethiopia strengthen the regulatory, quality assurance and quality control systems of Ethiopia
  • Provides technical support and advic to staff in carrying out their program activities
  • Organizes workshops and meetings in relation to the activities of PQM in Ethiopia
  • Prepares quarterly, semiannual and annual reports on PQM activities in Ethopia
  • Supervises and direct USP/PQM staff
  • Ensures program operational excellence; provide basic oprations guidance to staff as needed
  • Works with the COP, program manager, technical support staff and regional manager as necessary to ensure that proper messaging is provided in the field to stakeholders about the need for country ownership and leadership to ensure sustainability of the programs.
  • Performs other activities for the successful operaton of USP/PQM in Ethiopia

 

Minimum Requirements

Education and experience:

  •  M.Sc. in Pharmaceutical science field or an equivalent combination of education and experience
  • Knowledge of program /project management and public health experience
  • At least 8 years work experience as senior medicine regulator or program technical manager
  • Work experience in international NGOs /development partners in public Health

Knowledge skills an Abilities

-          Understands the health policy /health system and the medicine regulatory system of Ethiopian very well

-          Ability to develop project proposals and solicit funding

-          Demonstrates strong negotiation skills

-          Knowledge of the global medicine regulatory and quality assurance situation

-          Must be energetic, a people person, with proven record of successful projct management skills with increasing responsibilities and accomplishements

-          Demonstrated experience in managing complex programs related to good governance, such as programs focusing complex programs related to good governance, such as programs focusing on public administration, institutional capacity development, rule of law, transparency and accountability and anticorruption

-          Demonstrated proficiency in the field of people and project management, as well as strategic planning

-          Demonstrated leadership skills related to complex program management, including multiple program components, relevant budget and personnel management, program planning monitoring and evaluation and achieving success in complex environments;

-          A high level of interpersonal and diplomatic skills to enable maintaining ongoing contacts with high ranking public sector officials, as needed.

-          High level technical skills and a deep understanding of the political and social context Ethiopia

-          Ability to travel locally and internationally as needed
