1. BACKGROUND

IOM/SLO Addis Ababa, Ethiopia is implementing a project “Strengthening Regional Multi-national coordination for increased Protection of Vulnerable and Trafficked Migrant Children Travelling Through the Gulf of Aden Migration Rout”, which aims to establish and strengthen platforms and mechanisms for internal and external information-sharing, as well as enable coopration between and among key government agencies, also protect migrants and refugees’ rights, address irregular migration, combat human trafficking and smuggling, and promote regular migration by increasing the awareness of potential migrants about the benefits of legal migration and the risks involved in irregular migration.

In order to reinforce the capacities of the national community conversation (CC) program and to strengthen awareness-raising efforts at the local level. Thus, CC Facilitators trainings will be held in the Oromiya Region’s East Harergie and Jimma (3 days in each places) for a total of 12-15 days. In addition, refresher training in Harer, Arsi zones for 6 days in two places are also planned. Altogether, these training sessions will target kebele administrators, woreda administrators, woreda administrators, and zone coordinators from government offices, the trainings will be conducted between on the month of March 2016. So that these facilitators will be better equipped to engage with the public, community leaders, and kebele coordinators in tacking Trafficking in Persons (TIP), people smuggling and irregular migration about the risks associated with migrating across borders irregularly.

Due to language and technical skills requirements, the project management plans to hire to Trainer who can provide CCF and refresher trainings in four locations (west Harergie, East Harergie, Jimma and Arsi towns). The cost of hiring a trainer will be covered by the budget of the child protection project.

2. Nature of the Task:

Delivery of refresher trainings for community conversation facilitators targeting kebele administrators and community leaders, and reporting on the training.

 

 Objective:

The hiring of a Trainer is needed due the requird language proficiency in Oromiffa to provide the training to community members in East and West Harergie, Jimma and Arsi zones. The trainer will contribute to ensuring that the trainees will undertake the task by reviewing the CC manual content and assuming the responsibility of conducting the community conversations in consistent and regular manner to achieve the necessary behavior change.

Target Groups/Recipients of the training: Kebele government focal persons drawn from 4 zones of Oromiya regional state.

Tasks to be performed under this contract

The Trainer will:

  • Attend an orientation session to be arranged by IOM
  • Draw up a plan and prepare an agenda for the implementation of the training
  • Coordinate the trainings in consultation with the assigned IOM staff
  • Provide training as per the reviewed CD manual, Trainers Guide, as well as prepare  session’s breakdown and additional support resource materials developed for this purpose 
  • Apply the training tools and methodologies incorporated in the CD manual
  • Provide room for participation and reflection, ensuring that the sessions are participatory
  • Submit all deliverables to the IOM Migration Management Unit (MMU) in Addis Ababa

Tangible and measurable output of the work assignment 

  • Conduct CC training in a participatory and empowering manner and with the standard recommended procedures in the Trainers Guide an CD modules
  • Maintain the work schedule
  • Submit all deliverables (including all training reports) to IOM MMU
  • Report all deliverables upon return as per the work schedule

Realistic delivery dates and details as to how the work must be delivered

Delivery Dates 

  • Submit all deliverables 7 calendar days after the signing of the contract
  • After the training conducted within 7 days submit a report to MMU unit

3. REQUIRED QUALIFICATION

  • A university degree in relevant social sciences fields
  • Language proficiency in the Oromiffa language
  • Minimum 5 years of proven experience in the development of the manual and conducting CC training activities for community level participatory awareness raising and mobilization interventions
  • Proven experience in participatory Learning Approach (PLA)methodologies and tools for community dialogue activities, including the development of manuals, monitoring of community dialogue and PLA based interventions
