REGIONAL PASTORAL LIVELIHOODS RESILIENCE PROJECT (RPLRP)

The project back ground

The Regional Pastoral Livelihood Resilience Project (RPLRP) aimed at enhancing resilience to external shocks in the arid and semi-arid communities in Ethiopia, The project development objective (PDO) is regional, based on an agreement reached between IGAD (specifically, Ethiopia, Kenya and Uganda) and the world Bank.

The Goal of RPLRP is “to enhance livelihood resilience of pastoral and agro-pastoral

Communities in drought –prone areas and improve the capacity of the selected country governments to respond promptly and effectively to an eligible crisis or emergency.” The project will contribute to the poverty reduction priorities of the countries as well as the millennium development goal of eradicating extreme poverty and hunger through the enhancement of livestock and other alternative sources of income. Inorder to address the objectives of the project the following staff recruitment is required.

 

1. Rural infrastructure engineer

 

Reporting to: Federal project coordinator

 

The responsibilities of the position include:

 

  1. Project component administration and co-ordination

  2. Assess the capacity of the concerned regions, to identify their strengths and possible weaknesses; develop  recommendations for the Federal Ministry of Livestock and Fishery /MOLF/ and regional Bureaus to Maximize on the strengths and propose solutions to minimize the risks from their weaknesses and tap available opportunities

  3. Assist regions in the review of study, design, supervision scheduling proposed by the consultant; and review of construction an O&M plans for construction activities regarding the different contracts for civil works and consultancy services.

  4. Visit the programme sites as and when necessary and undertake field inspections and critical evaluation of actions needed to assure the safety of the program; and give feedback to the programme coordination office;

  5. Assist the development of systems and procedures for sustainable O&M of the   rehabilitatd and newly constructed multipurpose water infrastructure small scale irrigation schemes, feeder roads; and different Livestock infrastructures;

  6. Investigating, reviewing , and documenting ‘best practice’ in project implementing woredas;

  7. Review and comment on technical proposals, design documents and reports prepared by consultants;

  8. Organize training sessions on appropriate quality assurance and inspection procedures; including participatory monitoring of works by communities and beneficiaries

  9. Provide practical and technical support to regions;

  10. Support on Management and supervision on project implementation in the field of sustainable livestock market and water infrastructure

  11. Prepare necessary reports on project performance;

  12. Assist the Federal programme coordinator in the preparation of discussion papers and any other related documents

  13. Visit programme woredas and sites and inspect the activities and give site specific recommendations where necessary to the Woreda, Zone and Region;

Qualification: MSc/BSc and in Agricultural Economics or related fields. 

Work Experience: Minimum of 6 years  for MSC and 10 years for BSC with relevant experience in related work. Fluency in English language is necessary and Experience in writing reports and in M &E activities, ability to follow deadlines, accuracy and attention to details. The candidate is expected to have good understanding of rural development, with a focus on pastoral development issues, participatory processes and gender issues. It is desirable that the candidate has experience in M &E system design; experience in data processing using computer software applications.

Duty Post

The Monitoring and Evaluation specialist will be stationed at the Federal project Coordination Unit (NPCU) in Addis Ababa with occasional travel to the regions for training, technical assistance, supervision and documentation of program results.
