The communication Department of the international committee of the Red cross Delegation to Ethiopia is looking for a qualified candidate to fill u the following full-time position based at ICRC delegation in Addis Ababa.

PROGRAM OFFICER – COM

Main tasks & Responsibilities

Works closely with the supervisor to develop, build and maintain contacts within the Federal and Regional Police forces;
Identifies and prioritizes needs for dissemination, training and potential for integration of IHL and IHRL, and advise the delegation accordingly;
In company with the supervisor, or independently when necessary, represents the ICRC at high level meetings with key contacts in Federal and Regional Police Forces; Promotes an understanding of the ICRC mandate and activities with emphasis on the ICRC being a neutral, independent and impartial humanitarian actor of an added value to their training initiatives
Conducts training and dissemination sessions on ICRC’s Mandate and activities, IHL, IHRL, and Humanitarian principles to a variety of target publics;
Actively promotes the co-operation between ICRC and the federal and Regional Police forces;
In conjunction with the concerned ICRC staff, prepares, organizes and conducts Training to Trainer sessions on IHRL to the Federal and Regional Police Forces;
Identifies and explores potential areas of synergy whereby an added value to other delegation activities can be provided;

Educational Background & work experience

Ideally LLB with degree /diploma in police management /science
Minimum 10 years professional experience in the police and /or legal field
Solid knowledge in international human rights law and international and national standards related to policing
Excellent presentation and communication skills; practical experience as trainer for adult audiences
Very good knowledge about the structure, duties and responsibilities of the Ethiopian Federal and Regional police forces
Flexibility and willingness to travel across the country
Solid analytical and drafting skills in English and Amharic
Other Ethiopian language skills an asset
Very good computer and knowledge of modern technologies
Ability to work independently and in a team
3^rd grade driving license
