The project is under implementationwith financial support secured from Menschen für Menschen Switzerland and inpartnership with local level government institutions of the two woredas, and higher

level governmental partners from West Guji Zone and Oromia Regional State Bureaus.

Out of several activities planned in the project is construction of offices for SACCOs and an abattoir centre in Tore town of Galana woreda.

In order to contract outthe construction works in Galana woreda EWNRA is looking for a qualified and

experienced contractor who can qualify the following request.

The project detail isbriefed in bidding document in addition to the below requests.

1.EthioWetlands and Natural Resources Association (EWNRA) invites waxsealed bid for eligible bidder for furnishing the necessary labor, material andequipment and service for construction of “SACCOs offices and an Abattoirenter in Tore town, Galana woreda”.

2.Thebidding procedure to be followed is two stage envelope procedures.

The first envelope containing the qualification requirement clearly marked“Technical proposal” with extra two copies and Bid security should be waxsealed.

The second envelopecontaining the “Financial proposal offer” with twocopies should be wax sealed and the two envelop shall also be enclosed by anouter envelope marked as “Technical and Financial offer proposals submissionfor EWNRA for the Construction of SACCOs offices and an Abattoir center”.

3.Theconstruction works shall be completed within ninety calendar days(90days).

4.Acomplete bidding document can be purchased up on submission of writtenapplication at place of registration including TIN Number, VAT registered certificate, proof of their up to date registered certificate from an authorizedbusiness license supplier, list of registration on PPA website, Ministry of UrbanDevelopment and Construction, registration certificate as GC6/BC5 and above,renewed trade license and tax clearance certificate from a concerned authority.

The place of registration is at EWNRA office (Tel: + 251 11 5527791), room No.608, 6thfloor, EECMY building, near Bambis Supermarket.

5.Andup on payment of non-refundable fee of birr 300.00 (Three Hundred birr)for the bidding document. Bidders who do not fulfill the requirement will berejected immediately.

6.Bidshall be valid for a period of 90 days after bid opening and must beaccompanied by bid security of birr 100,000.00 (One Hundred Thousands birr)and bid security shall be valid for 28 days beyond the validity of the bid (Bidshall be valid for a total of 90+28 days or 118 days) that shall be delivered tothe EWNRA before or on October 12, 2016 @ 2:00PM.

7.Thebid security shall, at the bidder’s option, be in the form of a certified chequeor payable order, bank draft, letter credit, or an unconditional bank guarantee.

The format of the bid security should be in accordance with the form of bidsecurity included in section 4; bidding forms or another form acceptable to the employer bid security shall be valid for 28 days beyond the validity of the bid.

8.Bidswill be opened on the same day on 2:30PM at the office of EWNRA in the

presence of the bidders or their legal representatives.

9.Biddersare instructed to submit original and two photocopies of their respective

technical and financial bid documents and to fill, sign and seal all the forms of

the bid documents.

10.EWNRAreserve the right to accept or reject any or all bids.
